Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a wireless node may receive an indication of a plurality of sets of reference signal identifiers, wherein each set of reference signal identifiers of the plurality of sets of reference signal identifiers identifies reference signals of candidate neighbor nodes associated with the set, and wherein each candidate neighbor node associated with the set is in a same operating mode, and transmit a measurement report based at least in part on measuring one or more reference signals identified in the plurality of sets of reference signal identifiers.
