Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a user equipment may transmit, to a base station associated with a non-terrestrial network and in connection with a random access procedure, a message that indicates a location of the user equipment; and receive a response to the message that indicates whether the message is accepted or rejected, the response being based at least in part on the location.
